A New Residency Management System

The existing foreign resident registration system started after July 9 (Mon.), 2012, and residence records just like those for Japanese will be created for foreign residents.
Up until now, foreign residents have had to use a certified copy of alien registration to prove their residency, but after July 9, 2012, foreign residents will receive copies of their certificates of residence, just like Japanese citizens. Foreign residents living in the same household as Japanese citizens will have their information listed on the certificate of residence for the entire household.
Whose Information Will Be Listed on Certificates of Residence?
Foreigners who do not fall under any of the following four categories will have their information listed on certificates of residence.
- (1) Persons whose period of stay ends in three months or less
- (2) Persons whose status of residence is "short term stay"
- (3) Persons whose status of residence is "diplomat" or "official"
- (4) Persons who do not have a status of residence
Copies of Residence Records
Residence records (the basic resident register) list and verify your past and present addresses, family composition, and other important information. Residence records are the foundation for national health insurance, national pensions, long-term care insurance, and other government services.
- Who can ask for a copy of a residence record: The person that the residence record is for, someone from the same household as the person, or a representative with the express written consent of the person
- What you need: Personal identification (such as your certificate of alien registration, residence card, or special permanent resident certificate)
- Where to go to obtain a copy of a residence record: The Citizens' Registration and Affairs Section (Tanashi or Hoya building) or the Hibarigaoka Ekimae or Yanagibashi branch of the city office
- Fee: 300yen per copy at the service counter and 200yen per copy at the automated certificate-issuing machines
Note: To use an automated certificate-issuing machine, you must have a Nishitokyo City Citizen's Card with a registered PIN. Please contact us for more information.
- Inquiries: The Citizens' Registration and Affairs Section (Tanashi or Hoya building) or the Hibarigaoka Ekimae or Yanagibashi branch of the city office
Change of Address
The following procedures will be required when foreign residents listed in residence records want to file a change of address on or after July 9, 2012.
Change of address within Nishitokyo
Bring your certificate of alien registration (or residence card/special permanent resident certificate) and notify the Citizen Registration Section of your change of address within 14 days after you begin living at the new address.
Moving out of Nishitokyo to an address in a different municipality
Notify the Citizen Registration Section around two weeks before your planned move out of Nishitokyo after your new address has been decided to obtain a moving-out certificate.
Moving out of Nishitokyo to an overseas address (departure from Japan or overseas transfer)
Notify the Citizen Registration Section of your change of address around two weeks before your planned move once you have decided that you will move overseas.
Moving into Nishitokyo from an address in a different municipality
Bring the moving-out certificate issued by the municipality you previously lived in and your certificate of alien registration (or residence card/special permanent resident certificate) and give notice of your change of address within 14 days after you begin living at your new address in Nishitokyo.
National Health Insurance
Applies to: All foreign residents other than those who are enrolled in health insurance through their company or some other organization and their dependents and those who are receiving public welfare assistance.

Main Changes
These programs now apply to persons whose period of stay is longer than 3 months and who did not come to Japan for medical reasons.
Note: Even if your period of stay is less than or equal to 3 months, you can enroll in these programs if you submit paperwork indicating that you will be staying in Japan for more than 3 months.
Older Senior Citizen Health Insurance
Applies to: All foreign residents who are 75 years old or older or who are 65 years or older and have specific disabilities (those who have applied for and received recognition by the Tokyo Metropolitan Association of Health Care Services for Older Senior Citizens) and who are not receiving public welfare assistance.

Long-Term Care Insurance
Applies to: Foreign residents who do not receive public welfare assistance, are 65 and older, or are 40 to 64 and have a designated disease.

Support for Children's Medical Expenses
If your child is enrolled in health insurance and is anywhere from 0 years old to in their third year of junior high school and is not yet receiving support under this program, please apply to join the program.
